Matthew Panning was "The stud of Port Richmond Middle School" who bullied Barney into wanting to sleep with 200 women, a challenge he completes in Right Place, Right Time.
During his adolescence, Barney was bullied by Matthew and his accomplices, often mocking him on the fact that he hadn't slept with anyone, and claimed he had 'done it' with a hundred girls.
In 2009, after the events of Right Place, Right Time, Barney confronted Matthew Panning. After Barney showed him the list, Matthew was disgusted, and admitted to not having sex with 100 girls. He then stated he needed to pick his kids up from school, and left the bar.
